One of the key objectives of the PACER Plus Agreement is to facilitate the movement of skilled workers between the Pacific Island Countries (PICs). This is important because the PICs are facing a shortage of skilled workers in a number of key sectors, such as tourism, healthcare, and education. The issuance of employment permits to non-citizens can help to address the shortage of skilled workers in the PICs. However, it is important to have a national policy and operational procedures in place to ensure that employment permits are issued fairly, transparently and consistent with the national interest of PICs.
