The intent of this change order is to obtain a Phase I Environmental Site Assessment (ESA) Report of the property, and improvements thereon, located at 2986 North Second Street, Harrisburg, Pennsylvania 17110, known as the University Center of Harrisburg. The purpose of the ESA is to determine whether the potential exists that the site is contaminated with hazardous substances that require remedial action for continued use of the property in accordance with state, federal or local statutes.
