INTRODUCTION: At the Sudan Coordination Meeting in the Netherlands in early April 2003, the Government of Sudan (GOS) and the Sudan People’s Liberation Movement (SPLM) agreed to meet at a technical level to discuss implementation modalities related to capacity building and programme priorities for the pre-interim period. This technical meeting took place in Nairobi on May 9 and 10, 2003. The meeting was attended by the Sudanese Parties and a team of experts from the World Bank, the International Monetary Fund, the United Nations and the Intergovernmental Authority on Development (IGAD). The United States participated as meeting facilitator.
