Contract Type FiledMay 5th, 2020This Final Project Agreement (“FPA” or “Agreement”) is prepared in support of President Clinton’s Reinventing Environmental Regulation Initiative. This Agreement states the intention of the United States Environmental Protection Agency (EPA), Elmendorf Air Force Base, Alaska (“Elmendorf” or “base”), and the Alaska Department of Environmental Conservation (ADEC) (collectively hereinafter referred to as “the Parties”) to carry out a pilot project pursuant to the 1995 Memorandum of Agreement (MOA) between the Department of Defense (DOD) and EPA on Regulatory Reinvention Pilot Projects,1 testing innovative approaches to environmental protection. The program resulting from the MOA is called ENVVEST and represents an initiative to develop new approaches for meeting DOD and EPA responsibilities while achieving better environmental performance at lower cost. The ENVVEST program mirrors and supports EPA’s regulatory relief efforts for industry and communities under Project XL.
