The Board of County Commissioners and the Director of Public Defenders' Office (hereafter referred to as the "Director") of Skagit County, Washington, hereinafter known as the Employer, and Local 176-PD of the American Federation of State, County and Municipal Employees, AFL CIO, hereinafter known as the Union, do hereby reach Agreement for the purpose of enhancing the material conditions of the employees, promote the general efficiency ofthe Office, to eliminate as far as possible, political considerations from policy, and to promote the morale, well being and security of employees.
