Postal Service and the designated agent of the Union signatory to the National Agreement, Branch 2462, N.A.L.C., pursuant to the Local Implementation Provisions of the 2011-2016 National Agreement. The MEMORANDUM OF UNDERSTANDING constitutes the entire agreement on matters relating to local conditions of employment.
