Abstract. Cirebon City and Kuningan Regency make a cooperation agreement to manage the Cipaniis springs to meet the water needs of the Cirebon City community and rotect the conservation area in Kuningan Regency. n its implementation, the City of Cirebon has provided compensation funds to Kuningan District based on a mutual agreement of IDR 110/𝑚3 with an average total compensation of IDR 2.65 billion in the last 5 years with the proportion of distribution of district PAD of 82%, BPLH of 16% and village level greening. by 1.5%. It is seen from the cooperation agreement that there is an unbalanced distribution of cost allocations between environmental conservation costs and local revenue (PAD) in Kuningan Regency. The impact that appears, the community around Cipaniis Springs always experiences drought in the dry season which should be able to compensate and get community empowerment from the agreement.
