This First Amendment to Agreement and Development Plan (this “Amendment”) is entered into by and between the CITY OF ELGIN, TEXAS, a Texas municipal corporation, (hereinafter referred to as the "City"), and CREEKS CROSSING LAND PARTNERS, LLC, a Texas Limited Liability Company, its successors and assigns, (hereafter referred to as the "Owner"); (the City and Developer are collectively referred to herein as the “Parties”).
