FiledMay 10th, 2018ODOT’s State Agency Coordination (SAC) Agreement requires that the Oregon Transportation Commission (OTC) adopt findings of fact when adopting long-range policy plans (OAR 731-015). According to these requirements, the following findings support OTC adoption of the Oregon Transportation Plan (OTP) and Oregon Highway Plan (OHP) amendments that demonstrate compliance with FHWA performance-based planning requirements. The SAC program describes how an agency will meet its obligations under ORS 197.180 to carry out its programs affecting land use in compliance with the statewide planning goals and in a manner compatible with acknowledged comprehensive plans.
