This Lease Agreement is made and entered into between OKANOGAN COUNTY, a Municipal Corporation in the State of Washington, hereafter referred to as the “Owner” and , hereafter referred to as the "Leaser". The parties recognize that the County is vested with the primary responsibility for providing Okanogan County with a system for handling solid waste, and to provide for the adoption and enforcement of basic minimum performance standards for solid waste handling as provided in RCW 36.58, RCW 70.95 and Chapter 173-350 WAC.
