This Memorandum of Understanding is made and entered into by and between THE STATE OF OREGON, acting by and through its Department of Transportation, hereinafter referred to as “ODOT;” The STATE OF WASHINGTON acting by and through its Department of Transportation, hereinafter referred to as "WSDOT;" and CLARK COUNTY, a political subdivision of the State of Washington; CLACKAMAS COUNTY, a political subdivision of the State of Oregon; COLUMBIA COUNTY, a political subdivision of the State of Oregon; MULTNOMAH COUNTY, a political subdivision of the State of Oregon; WASHINGTON COUNTY, a political subdivision of the State of Oregon; CITY OF PORTLAND, a political subdivision of the State of Oregon; and PORT OF PORTLAND, a port district of the State of Oregon, all collectively hereinafter referred to as “Agencies.”
