This Master Development Agreement (this “Agreement”) is made and entered into as of the day of August, 2017, by and between the City of Port Washington, Wisconsin (the “City”), and Black Cap Halcyon, LLC, a Wisconsin limited liability company, and/or its Permitted Assigns (“Developer”). Developer and City are sometimes hereinafter referred to individually as a “Party” and collectively as the “Parties.”
