This Agreement is entered into among the United States Department of Justice (“the United States”); the Colorado Cross-Disability Coalition, the Colorado Association of the Deaf, and William Lawrence (“Private Plaintiffs”); and the City of Englewood (“Englewood” or “the City”) (collectively, “Parties”). It is the Parties’ intent that this Settlement Agreement shall resolve all issues associated with the provision of effective communication with persons who are deaf and hard of hearing so that they may participate in or benefit from the law-enforcement related services, programs, or activities of the City on an equal basis with other individuals, including but not limited to arrestees, detainees, suspects, victims, witnesses, companions, complainants, and visitors.
