THIS AGREEMENT is made and entered into by and between THE STATE OF OREGON, acting by and through its Department of Transportation, hereinafter referred to as "State," Washington County, acting by and through its Board of County Commissioners, hereinafter referred to as “County,” the City of Hillsboro, acting by and through its City Council, hereinafter referred to as "City”; and each herein referred to individually or collectively as “Party” or “Parties.
