The CDE/SED represents the State Education Agency (SEA) that is responsible for services to children with disabilities age 3-22, and their families in California. Special Education Local Plan Area (SELPA) in coordination with Local Educational Agencies (LEA) are responsible for assuring that all preschool children with disabilities receive a Free and Appropriate Public Education (FAPE) in the Least Restrictive Environment (LRE).
