This Second Amendment to the Development and Annexation Agreement (this “Second Amendment”) is made and entered into by and between the City of Bastrop, a Texas home-rule municipal corporation (the “City”), and Bastrop Colorado Bend, LLC, a Texas limited liability company (“Owner”).
