The Joint Powers Agreement, as amended, establishing the Board, provides for the appointment of a citizen member and alternate citizen member to the Board by a majority vote of the four other voting members of the Board. The term of the citizen member and alternate citizen member is two years and the current terms for both the citizen member and alternate citizen member expire on February 6, 2022.
