Education Service District and Umatilla-Morrow Head Start, Inc. (UMCHS) in serving children (ages 0-5) with disabilities residing in Counties in the least restrictive setting. Parent rights, confidentiality, and due process will follow state and federal laws in all cooperative activities between these agencies. It is our belief that collaborative efforts between the two programs will enhance our ability to meet the needs of young children with disabilities and their families while conserving resources and avoiding duplication of services.
