This Memorandum of Understanding, dated between the Mid-America Regional Council (hereinafter “MARC”) and the Host Agencies of the City of Independence, Missouri (hereinafter “Independence”), the City of Kansas City, Missouri (hereinafter “Kansas City”) and Johnson County, Kansas (hereinafter “Johnson County”), is entered into to establish the Metropolitan Area Regional Radio System (“MARRS”) and its operating principles.
