Annexation: the parties agree to seek an extension of the City’s Sphere of Influence (SOI), and to request voter approval of an amendment to the Rural Urban Limit (RUL). If the voters approve the RUL change, non-residential portions would annex immediately; residential portions would annex after permits are issued or 2022, whichever is sooner.
