It is the purpose of this Agreement to promote harmonious relations between the County and its employees and to establish an orderly and peaceful procedure in the settlement of differences which might arise and to provide for joint collective bargaining in the determination of wages, hours, and other terms and conditions of employment of employees covered by this Agreement. It is recognized that it is the responsibility of the County government to provide services effecting the health and welfare of the citizens of the County and that this Agreement between the County and the Federation will serve that end.
