The Contractor shall give all necessary notices, obtain all licenses and permits, pay all fees, in connection with this work, and comply with all rules and regulations of the State of New York and the City of New York affecting work of this character. These rules shall take precedence over any requirements of these specifications where a conflict occurs. This, however, shall not be interpreted as permitting use of material or equipment inferior to that specified.
