The State HIE CAP is a grant program provisioned under Section 3013 of the American Recovery and Reinvestment Act of 2009 (ARRA). Wisconsin will receive $9.441 million specifically for planning and implementing statewide HIE across five domains: governance, finance, legal/policy, technical infrastructure, and business and technical operations.
