The Stability Through Engagement Program/Tenant Based Rental Assistance Program (STEP/TBRA Program) is administered by Maine State Housing Authority (MaineHousing). This Rental Assistance Payment Contract (STEP/TBRA Contract) is an agreement between MaineHousing and the owner of a unit occupied by an assisted family under the STEP/TBRA Program.
