I found this phrase in a news Today: No prince or Malloy were wearing seat belts, according to the accident report. You may have seen the problem; It's easier to see when the phrase is isolated. When two subjects are united by neither - nor - or by choosing the right number for the verb can be complicated for writers. Focus your attention on the nearest noun of the verb. If it is singular, as in the above phrase, choose the singular verb. If the substantive is plural, choose the plural shape of the verb. The pressbook associated with sometimes malignant advises not to think of nouns as a subject composed, since they would be united by and, but to think of them as alternative subjects.
