This Agreement is entered into between the Board of Trustees of Western Washington University (the “University”) and the Washington Federation of State Employees, Council No. 28 of the American Federation of State, County and Municipal Employees, AFL-CIO (the “Federation”) and applies to separate Bargaining Units A, B and E. The purpose of this Agreement is the promotion of harmonious relations between the parties, the establishment of a prompt and equitable procedure for the resolution of differences, and the establishment of rates of pay, hours of work, and other conditions of employment.
