THIS LOAN AGREEMENT (the “Loan Agreement”), dated as of June , 2011 is entered into by and between the STATE OF NEBRASKA, acting by and through the Nebraska Department of Environmental Quality (“NDEQ”) and the CITY OF LINCOLN, NEBRASKA (the “Borrower”).
