It is the purpose of this Memorandum of Agreement (hereinafter referred to as Agreement) entered into by Ventura County (hereinafter referred to as County) and the Ventura County Deputy Sheriffs' Association (hereinafter referred to as VCDSA) to promote and insure true collective negotiations, to provide a procedure for the fair and peaceful resolution of differences, and to establish rates of pay, hours of work, and other terms and conditions of employment within the scope of representation.
