SERVICES (“Agreement”) is made and entered into by and between DAVID J. THROWER (hereinafter “Judge” or “JUDGE THROWER”) and the TOWN OF MEAD, a municipal corporation of the State of Colorado (the “Town”) (together, the “Parties”). This Agreement shall be effective as of the date of mutual execution hereof by the Parties (“Effective Date”).
