This MODIFICATION #3 is an Agreement between the Commonwealth of Virginia, hereinafter referred to as “State” or “Commonwealth” or “DGS” (Virginia Department of General Services) and Creative Recycling Services, Inc. hereinafter referred to as "Contractor," relating to Contract VA-100917-CRE, dated September 21, 2010, as amended, hereinafter referred to as the "Contract" or "Agreement." This Modification #3 is hereby incorporated into and made an integral part of Contract VA-100917-CRE.
