THIS AGREEMENT is made and entered this day of January, 2020, by and between the City of Pueblo, a Municipal Corporation ("Client") and Northeast and Bucks Co. dba Mullin & Lonergan Associates, Incorporated, a Pennsylvania Corporation (hereinafter referred to as “Contractor”) for Contractor to render professional report writing, community needs assessment, and survey analysis services for Client with respect to the City of Pueblo’s 2020-2024 Consolidated Plan, 2020 Annual Action Plan, and the 2020-2024 Analysis of Impediments and related ancillary services, hereinafter referred to as the "Project/Bid." In consideration of the mutual covenants hereinafter set forth, the parties agree as follows:
