This INTERGOVERNMENTAL AGREEMENT (“Agreement”) dated December 1, 2018 (“Effective Date”), is made and entered into by and between the City of Portland (the “City”), and Multnomah County (the “County”). The City and the County may be referred to jointly herein as the “Parties” or individually as a “Party”.
