This Grant Agreement is entered into pursuant to the Texas Government Code Chapters 531 and 2155, as applicable, and Health and Safety Code Section 1001.087(a), which requires HHSC “contract only with local mental health authorities and local behavioral health authorities to administer outreach, screening, assessment, and referral functions relating to the provision of substance abuse services,” and the federal Substance Abuse Block Grant provisions at 42 U.S.C. Section 300x, et seq.
