WHEREAS, pursuant to the Request for Proposal for Indian Village issued by the Department on (the “RFP”), a copy of which is attached hereto and made part hereof as Exhibit A, (Winning Bidder’s Name), (Winning Bidder’s address) (“Operator”), wishes to enter into this Operating Agreement to operate the Indian Village, as more particularly described below; and
