The Escondido Union High School District (District) and the ESTA (Association or ESTA) enter this Memorandum of Understanding (MOU) regarding the reopening of schools for the 2020-2021 school year. The scope of this Phase 1 MOU is limited to the impacts and effects of reopening schools in a distance learning environment during the 2020-21 school year due to the COVID-19 pandemic. The parties agree to separately bargain in good faith over the impacts and effects (Phase 2) of physically reopening schools during the COVD-19 pandemic during the 20-21 school year.
