This Development and Incentive Agreement (this “Agreement”) is entered into as of the “Effective Date” by and between the CITY OF KERRVILLE, a Texas home- rule municipality, acting by and through its duly authorized City Manager (the “City”); and VINTAGE HEIGHTS, LLC, a Texas limited liability company (“VH”). City and VH may be individually referred to herein as a “Party” or collectively as the “Parties”.
