Padre Dam Municipal Water District was formed as the result of a merger between the Rio San Diego Municipal Water District and the Santee County Water District. Rio San Diego Municipal Water District was formed in 1955 and served San Diego County Water Authority water to local agencies. Santee County Water District was formed in 1956 and served the community of Santee with water, wastewater, and recycled water utilities. It was mutually beneficial for the two districts to combine into one district providing cost savings, improved facilities, combined management, and combined engineering resources. On December 30, 1976, the District was publicly voted in as Padre Dam Municipal Water District.
