In reference to the Crossing License agreement between the City of Douglas, Wyoming and Tri-State Generation and Transmission Association, Inc. known as TSL-3787-161205 ( attached as Exhibit 1 ) , paragraph 8 states the Licensee has 2 years from the date of the license; February 22, 2017 to complete construction of the Facilities . It has been agreed this construction date should be extended; however, no other detail s of this project to affect Tri-State Facilities in respect to this license will be changing.
