made and entered into by and between FORT BEND COUNTY, TEXAS a governmental entity under the laws of the State of Texas (“Lessor”) and the UNIVERSITY OF HOUSTON SYSTEM, a system of public institutions of higher education and agency for the State of Texas under Chapter 111.20 of the Texas Education Code for the use and benefit of its Small Business Development Center (hereinafter “Lessee”). Lessor and Lessee may be individually referred to as a “Party” and collectively as the “Parties.”
