WHEREAS, SBBC Policy 3320, Section II, N, and Section 6A-l.012(12)(f)Florida Administrative Code, as authorized by Section 1010.04(4)(a), Florida Statutes, permit a district school board to award a contract without competitive solicitations if state or federal law, a grant or a state or federal agency contract prescribes with whom the district school board must contract; and
