Originally, the non-profit organisation MTÜ Õnnemaa planned to establish a new community centre in the small town of Ülenurme in Ülenurme Rural Municipality, because the existing rooms of the Ülenurme Family and Youth Centre were too small for the developing centre. The service of arranging leisure and hobby activities for the residents of Ülenurme Rural Municipality would have encompassed the existing hobby classes, training courses and events offered by the Ülenurme Family and Youth Centre as well as new activities enabled by the opportunities of the new building.
