THIS AGREEMENT is made and entered into this day of January, 2022, by and between PATRICIA RICHIE-FOLKS, the Treasurer of the City of Manassas, Virginia, (hereinafter referred to as the “Treasurer”) and the CITY COUNCIL OF THE CITY OF MANASSAS, VIRGINIA, a municipal corporation of the Commonwealth of Virginia (hereinafter the municipal corporation is referred to as the “City” and its governing body as the “City Council”). Collectively the Treasurer and the City and/or the City Council are referred to herein as “the Parties”.
