into effective the 13th day of October, 2015 between Kittitas County (“COUNTY) and Northwest Open Access Network (“NOANET”) to facilitate the implementation of a broadband access service to the local government network in the County of Kittitas (herein referred to as the “PROJECT”). The COUNTY and NOANET are sometimes referred to in this Agreement as the “PARTIES”.
