THIS PRE-ANNEXATION AGREEMENT (“Agreement”) is entered by and among Colin Fryer (“Property Owner”), an individual, and the CITY OF MOAB, a municipality and political subdivision of the State of Utah (the “City”). Property Owner and the City are hereinafter sometimes referred to individually as a “Party” or collectively as the “Parties” as the context may require.
