The Ministry of Commerce for Northern Ireland entered into an agreement on 30th June 1947 with a corporation called the “Motor Insurers’ Bureau” to give effect from 1st July 1947 to the principle recommended in July 1937 by the Departmental Committee under Sir Felix Cassel, (Cmnd. 5528), to secure compensation to third party victims of road accidents in cases where, notwithstanding the provisions of the Road Traffic Acts relating to compulsory insurance, the victim is deprived of compensation by the absence of insurance, or of effective insurance. That Agreement was replaced by an Agreement which operated in respect of accidents occurring on or after 22nd April 1971 which in turn was replaced by a new Agreement which operated in respect of accidents occurring on or after 8th March 1973. That Agreement was replaced by an Agreement which operated in respect of accidents occurring on or after 24th April 1989.
