WHEREAS, on December 15, 1992, SBBC and the County entered into a fifty (50) year Agreement (hereafter “Agreement”), to delineate the planning, funding, construction, and operating procedures for a Broward County Public Library to be constructed on land owned by the City of Pembroke Pines to be jointly utilized as the media center for Walter C. Young Middle School and as a public library; and
