WHEREAS, the attached Access Agreement between Rutherford County, Tennessee and BFI Waste Systems of Tennessee, LLC for accessing the Rutherford County Class I and Class III landfills located at 6000 Landfill Road, a copy of said Access Agreement being attached hereto as Exhibit "1" and incorporated herein at length as if set forth verbatim, is in the best interest of the citizens of Rutherford County.
