The Sands Estate is bordered by a sensitive foreshore environment and the Karaaf Wetlands. The development was only permitted once the developers – the Handburys and Golden Wood Pty Ltd -‐ and the Surf Coast Shire Council signed a Section 173 Agreement. This agreement which was drawn up under the “1987 Planning and Environmental Act”, placed significant conservation and planning responsibilities on all parties.
