WHEREAS, the City of Slater, Iowa (“City”) has adopted or intends to adopt the Trailside Development Urban Renewal Plan (the “Urban Renewal Plan”) for the Trailside Development Urban Renewal Area (the “Urban Renewal Area”) within the limits of the City, the County of Story, Iowa (“County”), and the Ballard Community School District (“School District”); and
