This OPTION TO PURCHASE (this “Option Agreement”) is entered into effective as of September , 2019 (the “Effective Date”) by and between CITY OF NORFOLK (“City”), a municipal corporation of the Commonwealth of Virginia, GOLDEN EAGLE CONSULTING II, LLC (“GEC”), a Delaware limited liability company, and the PAMUNKEY INDIAN TRIBE (the “Tribe”), a federally recognized Indian tribe.
